ARF (Adult Residential Facility): adults 18 to 59 with disabilities
Get Your California ARF Facility License.
An Adult Residential Facility (ARF) provides 24-hour, non-medical care for adults with mental, physical, or developmental disabilities. We compile your full application, assist with state corrections, and can process your ALW application at the same time.
Full application compiled — You just sign and mail
Corrections included — We will assist with any paper corrections from the state
Concurrent ALW — State license plus Assisted Living Waiver at the same time
ARF vs RCFE: An ARF serves adults with disabilities (commonly ages 18 to 59). An RCFE serves seniors, generally 60 and older. Both require separate California state licenses.

ARF Licensing FAQs
Short answers to the most common questions.
What does ARF stand for?
ARF stands for Adult Residential Facility, a licensed facility providing 24 hour non-medical care and supervision for adults.
Is ARF the same as RCFE?
No. ARF typically focuses on adults (often 18 to 59), while RCFE focuses on elder care (generally 60+). If you are unsure, book a consult and we will confirm the right facility type.
Can you process ALW at the same time?
Yes. We can process your ARF licensing and ALW application concurrently so nothing holds up the other.
How long does ARF licensing take?
The state application process takes roughly 4 to 6 months. After mailing, an analyst typically acknowledges receipt within 1 to 3 months and sends a corrections letter. Once corrections are submitted, the analyst schedules Component 2 (a phone interview), then Component 3 (an in-person interview at your facility).
How much does ARF licensing cost?
Our ARF Licensing Package is $2,500, a one-time flat fee. That covers the full application, document checklist, corrections assistance, and direct access to Kamil. No hidden fees and no hourly billing.
Are state filing fees included?
No. The $990 state filing fee is paid separately to Community Care Licensing Division when you mail your application.
Do you communicate with the state on our behalf?
No. Once your application is mailed, you will be in direct contact with your assigned analyst. We help supply documents and corrections as needed, but you own the relationship with the state.
Is this legal advice?
No. We provide operational and administrative guidance. For legal questions, we will point you to the appropriate professional.
