Everything You Need to Apply for Your
California RCFE License

A complete checklist of documents, requirements, and timelines so you know exactly what to prepare before you submit your application to DSS.

Phase 1
Prep
Weeks 1–2

Phase 2
Submit
Weeks 2–4
Your application is officially submitted to the state for initial processing.
Phase 3
Review & Inspection
Weeks 5–16
The state reviews your file and schedules your facility inspection.
Phase 4
License Issued
Weeks 16–24
Final approval is granted and your RCFE license is issued.

Most applications that get delayed or rejected are not missing anything major. They are missing one small document, one form that was filled out wrong, or one step that was done out of order. This checklist is built to prevent that.

Administrator & Owner Documents
Required for every person with an ownership stake or administrative role
RCFE Administrator Certificate (LIC 9221)
Must be current and issued by DSS-approved provider. Requires 80-hour training + exam.
Criminal Background Clearance (Live Scan)
All owners, administrators, and household members 18+. Submit via DSS-approved Live Scan site. Allow 2 to 4 weeks.
Health Screening Report
From a licensed physician. Must confirm no communicable diseases. LIC 503 form.
Proof of Financial Capability
Bank statements or financial records showing ability to cover 3 months of operating costs. DSS does not specify an exact amount.

LIC 200 – Application for a Community Care Facility License
Main application. Must be completed in full. Incomplete sections are the most common reason for delays.
LIC 9213 – RCFE Disclosure of Ownership
Lists all individuals and entities with any ownership interest. Required for LLC, corporation, and partnership structures.
LIC 281 – Facility Sketch / Floor Plan
Hand-drawn is acceptable. Must show room dimensions, exits, and bedroom layout. Bedrooms must meet minimum square footage.

Facility Requirements
Physical site must be ready before inspection
Fire Clearance
From local fire authority. Schedule early, can take 3 to 6 weeks.
Environmental Health Clearance
Required in most counties. Contact your county health dept.
Bedroom Sizing
Minimum 80 sq ft single, 60 sq ft per person in shared room.
Furnished & Stocked
Facility must be fully furnished and stocked at time of inspection.

Business & Insurance
Required before license will be issued
General Liability Insurance
Minimum $1M per occurrence. Must name DSS as certificate holder.
Business Entity Docs
Articles of incorporation, LLC operating agreement, or partnership agreement as applicable.
EIN / Tax ID
Federal employer identification number from the IRS.
Application Fee
Fee is based on facility capacity. Check current DSS fee schedule. Non-refundable.
⚠ The 5 most common reasons DSS delays or denies RCFE applications
  • LIC 200 submitted with blank fields or inconsistent information
  • Live Scan submitted too late (results expire if application is not filed within 30 days)
  • Fire clearance not scheduled early enough, causing a months-long delay
  • Facility not fully furnished at time of the inspection visit
  • Administrator certificate is expired or from an unapproved training provider
